Ambassador Troy Torrington

Troy F. Torrington is a career diplomat in the Foreign Service of Guyana. He joined the Ministry of Foreign Affairs in December 1996 as a Second Secretary. He had a long and distinguished tour at Guyana’s Permanent Mission to the UN. Troy was promoted to the rank of Ambassador in January 2017.

During his career, Amb. Torrington served successively as Desk Officer for Asia and the Pacific, as member of the Frontiers Unit and then as the Personal Assistant to the Director General and Minister of Foreign Affairs. He was then posted to the Permanent Mission of Guyana to the United Nations from 2005 – 2017.

From 2017 – 2020 he served as the Director of the Department of Multilateral & Global Affairs and held the responsibility for Guyana’s relations with Europe, the Middle East and Africa, Candidatures, Human Rights and major Intergovernmental organizations, including the United Nations, European Union, NAM, AU, OIC, G77, Commonwealth and ACTO. From 2020 – 2024 he coordinated training and capacity building programs for diplomatic and non- representational staff through the auspices of the Foreign Service Institute of Guyana.

Amb. Torrington was appointed as Chargé d’ Affaires of the Guyana Embassy in Kuwait in August 2024 and anticipates working with the dynamic team of the Embassy to significantly strengthen the long-standing collaboration and beneficial relations between Guyana and the State of Kuwait.

Amb. Torrington is married to Dr. Ruth Jacobs.

Dr. Neera Dukhi

Dr. Neera Dukhi is a diplomat who has held various roles within the Ministry of Foreign Affairs of the Co-operative Republic of Guyana. Her tenure includes positions such as Executive Officer III at Guyana’s Permanent Mission to the United Nations in New York, USA, and First Secretary at the Embassy of Guyana to the State of Kuwait. From June 2022 to October 2024, she served as Chargé d’Affaires, a.i. at the Embassy of the Co-operative Republic of Guyana in Kuwait.

Dr. Dukhi‘s expertise encompasses diplomatic protocol, international relations, and mission management. She has been instrumental in fostering bilateral relations, participating in high-level negotiations, and leading diplomatic initiatives that have strengthened Guyana’s presence in the Middle East.

Dr. Dukhi holds a PhD in Public Policy and a master’s degree from American University, Washington College of Law, USA. She also earned a bachelor’s degree in international business from Hofstra University. Additionally, she graduated from the Diplomatic Academy of the Caribbean with a Certificate in Protocol and Diplomacy, A Guide for Modern Professionals, from the University of the West Indies. She further obtained a Certificate of Achievement in Diplomacy in the 21st Century from the Global Diplomatic Forum.

Beyond her professional endeavors, Dr. Dukhi is a dedicated mother of two.

Muaz Yusuf

Muaz Yusuf is a skilled professional with extensive experience in education, public relations, and management. He has lived and worked in Saudi Arabia for over fifteen years, giving him a wealth of experience and insight into the culture and nuances of the region. Muaz has experience in public relations through his work with religious and volunteer groups.

Muaz has also been involved in several volunteer and leadership roles. He participated in the National Youth Parliament in Guyana and worked with UN Volunteers in outreach programs. He also served on the executive of the University of Guyana Students Society.

He has a diverse educational background with qualifications including a diploma in Islamic Studies from the Guyana Islamic Institute, a diploma in Arabic Language from the University of Um Ul Qura, and a Postgraduate Diploma in Technology and Learning Design from the University of Roehampton. He is currently enrolled in the MBA International Relations and Diplomacy program at Robert Kennedy College in Zürich. He is well-versed in conflict resolution, leadership, and organizational skills, making him adaptable in various social and professional environments.

Mr. Yusuf is married with three children.
